Mr. Elliott is a partner and chair of world-wide environmental practice at the international law firm, Willkie Farr & Gallagher LLP. He is also a professor (adjunct) of law at Georgetown University Law Center and Yale Law School, where he held the chair as Julien and Virginia Cornell Professor of Environmental Law and Litigation. As an expert on improving the relationship between law and science, Mr. Elliott was assistant administrator and general counsel for the U.S. Environmental Protection Agency between 1989 and 1991, and served from 2003 to 2009 on the National Academy of Sciences Board on Toxicology and Environmental Studies. He has been a consultant on science and the federal judiciary to the Federal Courts Study Committee and the Carnegie Commission for Law, Science, and Government. He co-chaired the National Environmental Policy Institute’s Committee on improving science at EPA and is a member of the Board of Directors for the Environmental Law Institute and the Center for Clean Air Policy. He is the author of over 70 articles, and his honors include being named one of the U.S.’s top 25 environmental lawyers by the National Law Journal. Mr. Elliott has a J.D. from Yale University.
