Jim Gulliford

Mr. Gulliford currently operates Gulliford Consulting Services, specializing in issues and advocacy related to TSCA and the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). Through January 2009, he served as assistant administrator for the U.S. Environmental Protection Agency’s Office of Prevention, Pesticides, and Toxic Substances (OPPTS). In that capacity, he was responsible for managing the nation’s regulatory and scientific programs on pesticides and industrial chemicals, as well as overseeing many collaborative pollution prevention programs. Prior to his Senate confirmation as assistant administrator for OPPTS, Mr. Gulliford was a regional administrator representing EPA in the Iowa-Kansas-Missouri-Nebraska area, managing environmental issues important to the region. He brought to that position 25 years of professional experience administering environmental programs in the agricultural and mining areas, including working at Iowa State University and Southern Illinois University in mine reclamation and environmental protection programs and serving as director of Iowa’s Department (and later Division) of Soil Conservation. He received a master’s degree in forestry economics and marketing from Iowa State University.
