Mr. Brown provides authoritative advice and guidance to all Department of Homeland Security (DHS) Components on the full range of human resource (HR) functional areas serving as one of two Deputies supporting the Office of the Chief Human Capital Officer (OCHCO).  His primary focus areas include:  Human Capital Policy and Programs, including Strategic Workforce Planning and Analysis; Learning, Education, and Development Strategy; and Strategic Talent Recruitment, Inclusive Diversity and Engagement within OCHCO.

Mr. Brown previously served as the Deputy Administrator, Office of Human Capital for the Transportation Security Administration (TSA) overseeing the Human Capital Operations teams, Professional Responsibly, the Employee Resiliency teams, the Policy and Career Program teams, and the Field Service Delivery team.  Prior to coming into Federal Service, Mr. Brown spent several years as an HR Leader within the realms of Public Utilities, Public Higher Education, Consulting, and in the Private Sector as an HR leader serving a variety of organizations.

Mr. Brown earned a Bachelor of Science degree from the Ohio State University, followed by a Master of Science degree from Texas State University.
