Writing Winning Proposals: The Helmeier Catechism

ACS Webinars

Get the funding you need by writing the perfect research proposal. Celia Elliott continues her Research Proposal World Tour by sharing the Heilmeier Catechism. While director of US Defense Advanced Research Projects Agency (DARPA), Dr. George H. Heilmeier elucidated a set of criteria for DARPA projects that became known as the “Heilmeier catechism.” It’s as valid today as it was in 1975. This set of nine questions, which every proposer of a research project should be able to answer, will be used to provide a useful blueprint for creating a successful technical proposal.

What You Will Learn

  • How to use the Heilmeier catechism, in combination with program-specific proposal instructions, as a basic outline for any research proposal, regardless of agency or discipline.
  • How to use the catechism to address (and answer) reviewers’ questions and objections.
  • How adopting the Heilmeier catechism will make your proposal simpler to write, easier for a reviewer to understand and recommend, and more compelling for an agency to fund
