ACS Publications announces first transformative ‘read and publish’ agreement with an institution in Asia

WASHINGTON, August 27, 2020 — In the first partnership of this type with an institution in Asia, the Publications Division of the American Chemical Society (ACS) is pleased to announce a transformative open access agreement with the National Health Research Institutes (NHRI) in Taiwan (Province of China). The agreement, which will last through 2023, will help accelerate open access publishing by NHRI’s researchers.

“ACS has established a strong presence in Asia and with the world-class chemists conducting groundbreaking research throughout the region,” says James Milne, Ph.D., president, ACS Publications Division. “Through this agreement with NHRI, we look forward to advancing our engagement with scientists in Taiwan and expanding the dissemination of their important research.”

The agreement enables NHRI’s journal articles to be made open access when published in any of ACS’ more than 65 premier journals. The agreement fully covers the authors’ article publishing charges (APCs), including the assignment of the most liberal CC-BY license. NHRI’s researchers will also benefit from full access to ACS’ portfolio of world-renowned journals.

“NHRI looks forward to participating in this program with ACS, especially in promoting our faculty’s high-quality research achievements by making their articles freely accessible to the global scientific community. Additionally, this agreement will help promote the reputation and recognition of NHRI internationally,” says Kurt Lin, Ph.D., chief of the NHRI library. “NHRI has become a leading institution in Taiwan to promote the OA [open access] publishing concept. We have established the NHRI OA fund to offset the APC cost for our investigators, while also interacting and participating in a number of new subscription/publishing programs with reputable global publishers. This allows us to explore options leading to a sustainable scientific publishing model that responds to the challenges of reduced funding toward rising subscription fees. At the same time, our strategy supports and embraces the OA principles of enhancing the societal impacts of scientific research.”

This is the latest in a series of transformative “read and publish” agreements that ACS has signed with over 350 institutions around the world. These agreements serve as a central element of its commitment to the open science movement by creating a researcher-centric approach to participation in open access publishing.

NHRI is a non-profit foundation established in 1995 by an Act of Congress (Legislative Yuan), using the U.S. National Institutes of Health (NIH) as a model, with a mission dedicated to enhancement of medical research and improvement of health care in Taiwan. Scientists at NHRI conduct mission-oriented research covering a broader aspect of themes from ageing, cancers, infectious diseases to public health and health policy research. In addition to intramural research, NHRI also provides research funding to scientists and physicians working in universities and hospitals through rigorous review in the format of study sessions, also in model of NIH. Receiving NHRI grants has since become a prestigious recognition for many Taiwanese researchers. NHRI’s main campus is in Miaoli County, about 60 miles from Taipei, where an executive office is located.
